Global handle change question and bug?

Nevermind.
I guess the person I talked to gave me incorrect info. Dissappointing as now I have no way of renaming my global a second time.
There have been a few times where they have reset your chance. Once due to a database problem, once again when they merged the EU servers and I think once more when Freedom went live.
Any particular reason you need to rename your global? You can report stalkers/harassers to the GMs.

I asked in game (help chat) if there was any method of getting a second chance to change your global chat handle and someone had mentioned if you stay subbed for a year your SUPPOSED to get another global token but it is currently glitched.
Is this true? Does anyone know the status of this bug being fixed?
