Stacking Chance-On-Hit IO's in DoT Toggles.
Procs in toggles only get a chance to proc every 10 seconds.
Procs in DoT auras get one chance to go off every 10 seconds, not on every tick of the aura. So a 20% chance to deal 71 damage on every fifth tick is basically ~3 damage per tick when you average it over time. This is roughly comparable to slotting a damage SO for most auras (including Blazing Aura), so auras aren't strictly a bad place to put procs, but they're not particularly better than regular slotting either (until the ED limit, anway), and you don't get accuracy nor cost reduction nor set bonuses from filling a power with procs.
So, regular slotting + procs in whatever slots you have left over is good (but not incredible); procs instead of normal slotting is generally not worthwhile.

And as an aside to the actual question, but still in reference to the OP...
Not sure the Oblit is ideal for Blazing Aura either. It's gives a lot of recharge, which isn't usually needed in a toggle aura, and has very little End Reduction, which is often needed in the damage auras..
Of course, depending on your total build, it might be ideal, but it's not generally the first 'go-to' set for an aura for me. For big hitting, but slow recharging powers, it's awesome, but in auras, not so much.
Again, though, admittedly, it very much depends on your build, but, if Oblit is not being chosen because of set bonuses (and I suspect not if you were considering skipping the set bonuses anyhow to use the proc heavy approach) in this power, I'd consider other IO Sets in this power.
Is it Viable?
My Fire Armor Brute just hit 50 and I've been playing around with IO builds and I got this idea, that instead of just slotting an entire Oblit set into Blazing Aura, what if I put in the 4 Chance-on-it for Damage IO's from the 4 different PBAoE Damage sets that have them. I Figured that with a Blazing Aura DoT hitting so frequently 4 IO's with 20% Proc chance for around 71 Damage (107 on Armageddon's) would out weigh flat damage increase and the Set Bonus.
Now I thought this was a good enough idea that I went to the forums to look at some posted builds to see if this is what people actually do for DoT auras and I saw that no one, at least that I looked at, did.
Which brings me to my question, does this work the way I think it does? Is there a reason people don't do this? Does having multiple procs in one power not work or do Procs in DoT Auras not work at all? etc.
