Repel and KBtoKD?

This, Repel (from Kinetics) does not accept damage enhancement or universal damage enhancement and for that matter is ... named somewhat misleadingly. It does Knockback and not Repel (Hurricane, for instance, does both repel and knockback effects)
Repel (the effect) is also not a Knockback/Knockdown or KnockUp effect but a separate different effect (see Hurricane)

I can only think of one other power that even does repel, Telekinesis. It has hold and repel effects but no damage.

Force Bubble's similar to Hurricane, big repel, slight chance of knockdown.
I'm not sure there's really all that many powers that both do damage (thus accept Overwhelming Force) and do knockback that's random or can't be aimed. And they seem to cluster with each other in the same set most of the time: Assault Rifle has two, Electricity Manipulation and Assault each have two, Energy Assault has three, Energy Blast has six, etc.
So I'm hoping the Overwhelming Force proc is an experiment of sorts, a proof of concept and balance check, for some other way to negative-enhance knockback in multiple powers.
How does the proc behave in Repel? At what level can I slot it?
