As with most toons in this game, it's going to be as good as you build it and play it. I'd recommend a Brute instead of a Tank however if you are going to focus on solo play. I havn't played an SO character since IOs and Sets came out, but I do have an Elec/DM Tank that's IO'd to the teeth, 90% res to s/l/e/f/c as well as Psi, and 74+% to neg, softcap'd s/l defense and almost 3k hp. So with the right build I imagineeven with only SOs you'll be pretty solid depending on what you plan on soloing/what level and difficulty.
Space reserved for a super awesome Signature, someday...

Energy Melee is very Single Target oriented, with the exception of Whirling Hands. So large mobs of minions may take a bit to whittle down, although the damage aura will help with this a touch. Because of the lack of AoE you might end up feeling like it takes "forever" to get through missions. On the converse side, you'll do well enough against bosses and EBs. You could always shore up your AoE damage via Epic pools.
I have an Inv/EM toon that I like and it doesn't bother me that it's fairly ST oriented. I do occasionally wish I had a Damage Aura on him. YMMV

main reason I chose Energy melee was for the single target damage. And I chose tank because of the sturdiness baseline with SOs. The Brute version aint bad and I have one of those except in electic melee form.

I like the tank, he's not one of my favourites, but he's not bad.
yeah with my other electric armors, with the brute, usually I do lightning rod, end drain, and pick off any survivors. Tank, /staff, I just run in kill the weakest ones, while letting the LTs and Bosses use some of their end, then hit power sink, watch them stand their helpless and beat them into a pulp with a stick.
