Mids' almost always reflects what's in the live game (or the very recent history of the live game), NOT the future of the game.
So I'd say it's either a bug in Mids' or it actually doesn't benefit from Alpha recharge abilities.

Just checked in-game, it's definitely a bug in Mids. Seems to be a new one too, as I'm almost positive it was working properly as recently as a few months ago.

Works for me in the database release from March 12, 2012
Slotted PA with 5 Expedient Reinforcement and a level 50 Recharge IO - Recharge = 96.70%
Went to the Incarnate Window, selected Spiritual Core Paragon, and turned on Incarnate in the upper-right corner, recharge increased to 128.95%
Premium accounts can't edit signatures.

The issue i have is that Alpha indeed shows its recharge bonus on Phantom Army, however, the actual recharge in Seconds doesn't change. It's not recharge capped at all as even with no recharge from anything but Alpha, it doesn't work.
On a new build with nothing i can pick Phantom Army and slot the incarnate Agility, it shows 33% recharge in the power but it stays at 240sec. Other powers update as usual though.
ANy idea if there's a workaround or a way to fix this through the database editor ? Seems like i won't be able to make an ill build until it's fixed

If you go to Options->Advanced->Database Editor, what date do you see in the Database Update Date field?
EDIT: running the test you indicate above, I see no enhancement data on Phantom Army, but the recharge does go down to 180.5s

In the database editor i see 15/07/2012.
I tried a few builds and so far only Phantom Army seems to be an issue, it doesn't work with any Alpha, no matter what build i use, specs, etc... I checked in game and the alpha works fine on my Ill/time. I'll report that on the Mid's forum i guess, as the recent update didn't fix it. It doesn't seem to be a known bug, unless it's somehow linked to the temp powers recharge bug.
Edit: well, registering is disabled on the Titan network forum. Sigh.

While preparing my ill/dark build i noticed PA doesn't take any recharge buff from the alpha slot (agility or spiritual), is it a bug, or some upcoming change (issue 24 related) already in Mid's ?
