I'd build so you don't need cardiac, then take either agility or spiritual as an alpha, and definitely go clarion. Even if you end up with Cardiac, I'd still take clarion first for my destiny slot. Ageless is a solid choice for after you have Clarion.
Cardiac/Ageless is the combo I usually use for my /Storms; especially since I like pumping out multiple Tornadoes and Lightning Storms (Vigor/ is a good option as well; you'd get more out of it)
I would also consider Control Hybrid (passive status resistance) or Support Hybrid (passive End discount) and see how they could influence your build.

A simple, but pretty big question, Clarion or Ageless? With Water Blast on the horizon, I'm trying to get my Water/Storm build fleshed out.
Was considering going Cardiac/Clarion, but the +recov +rec from Ageless seems really hard to pass up on with Storm. Building for Ranged defense seems like it'd help a little bit with mezzing but Clarion is always on at T4 & with Cardiac, Hibernate might be enough to help with the endurance problems.
