A very odd fps?

I recently decided to try CoH again. When I got ingame I had about 25 fps for about 10 seconds, then it went to about 3 for 2 minutes or so. It seems to repeat that. I'd played the game about 7 months before and got a smooth fps, game ran great.
My system specs pass.. I have no idea what's wrong. Anyone ever encountered this before? Any solution?
(Drivers are up to date, tried it in a different resolution, got an error when trying it in compatibility mode.(These are just the few things that come to mind that I've tried to resolve the problem.))

Since I see the wireless adapter listed in the HJT logs ....

Are you running the game on a wireless connection?

If so, does it do the same thing if you connect it using ethernet?

If it doesn't do the same thing, it's would seem to be a wireless issue. Try different channels. Try a different location. Check to see if there is a newer firmware for your router. Check to see if there are newer drivers for your wireless adapter.

Or just keep running it using ethernet instead.

You may also want to shut off the silentc0re toolbar, the xsherlock service and make sure that your Bluetooth adapter is not in a Discoverable state or connected to another device.

You're running Embedded Intel Graphics.

They may be okay for some basic DirectX games.

But for an OpenGL game like CoH, you're lucky the game actually "runs" at all.

Some anti-virus products scan running processes, which can cause periodic slowdowns. I'm not familiar with Avast, but if it does see if you can exclude cityofheroes.exe from being scanned.
