There is an option in the Edit Options section of the UserCP called Default Thread Subscription Mode that you can set to either Do not subscribe or No email notification that will likely do what you are looking for.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
