Here ya go.
This is the DA/Staff tanker build I'm leveling right now.
It's currently level 38 and kicking large amounts of buttocks. It will be insane when it hits 50 and gets Incarnates and stuff.
And since I used a lot of lower level sets to get it where it is, it stays at full power down to level 37, and almost full power at 32. If you were to slot store bought reactive Armor sets, you can exemp even lower at full power.

Pretty nice build you have there: soft capped to S/L, E and NE, very nice resists. Lots of low level IOs so it should work fine in exemplar mode.
The build I posted was (if you increase the IOs to lvl 50) soft capped to Melee, AOE, and 5% away from Ranged.
I don't actually know how important that 5% is, or whether there is some cunning way to tweak my build to get it. I naively think that it probably doubles the damage I would take from ranged, but it might be worse than that.
I don't know which is better, and would appreciate feedback

Using OG and CoF concurrently is a bit redundant. I'd choose one, and don't forget it needs accuracy to hit stuff (especially CoF).
Anyway, here's another sample positional defense build. I considered dropping a single target attack to slot tough better.

Very nice. I give up a little aoe in exchange for full positional soft cap.
With staff I think I prefer oppressive gloom, as that stacks with staffs disorients (and it's less endurance) but that swaps out nicely.

Here's something I came up with. Won't be that great when exemplaring, but should be really nice at level 50. Tanker ATO proc will always be double stacked so add another 6.7% Res(All) and whatever you get from Form of the Body + Sky Splitter. I'd likely use Ageless as Destiny because the build seems a bit heavy on the endurance side and could use a bit more global recharge.

I would appreciate a review and help with my Dark/Staff tanker.
I mostly want the tanker to act as a lynch pin in taskforces. Normally I tank with brutes (my dark melee/stone brute is very tough), but I would like to try doing it with a more mobile archetype.
In order to do this, I have set these desires for the build
* As close as possible to soft capped defences when exemplared to level 30+.
* I'd really like to meet the hard cap resistance for smashing/lethal
* I only have a few billion, so cannot afford lots of purples
* Can do respectable damage
* Can hold aggro
I've kept cloak of fear for the low level task forces, and the to-hit debuff
If you think those targets are the wrong ones (i.e look you really want recharge/hit points/more knockback resist) I would be interested.
Highlights:
