Do you mean Spirit Stalkers? They're in Night Ward, usually the southernmost area.

Spirit Stalkers are the faction that Shadowhunter belongs to. You can get the badge for this lot by killing shadow hunter a few times. Most people get it by accident during the magi trial.
However there is another way. Go to night ward into the south eastern corner. you'll find some burly guys with bows, some greyhound looking dogs and some really beautiful shimmering leopards. They are the Spirithunters and you can get the badge pretty quickly there.
Be warned, the dogs have rather nasty breath attacks that look like negative energy. Its not, its just black fire! So suit up for fire damage.
