Ice/Ice Tanker Build
First off why recall? I looked at your build did a little bit of tuning got u some more def against s/l switched out recall for hasten. I switched out the aegis out with 4 reactive armor and took out 1 out of greater ice sword to put into tough.

Why no Frozen Aura? Why Icicles so late in the build? I would get rid of GIS (it's actually a pretty bad power) and make sure to grab Frozen Aura, which is you're only true AoE attack power. I would also try to get Icicles in there earlier, since that will do a lot of your damage against minions while you're attacking the bosses.

After years of playing old school MMORPGs, the ones where it could take you 15 minutes of real time to get to a mission, there were three main factors that made me fall in love with City of Heroes: Character Customization, Travel Powers and Recall Friend. It doesn't have quite the utility today that it did when the Shadow Shard was new, but it's still an amazingly useful ability, especially if you've got someone on the team who zones horribly slowly. And it's a power that requires zero enhancement slots... which I always run out of in my quest for more set bonuses.
If I can make a solid attack chain by adding one more attack and not taking Hasten, I will typically go that route. Ice/Ice doesn't really seem to have any sort of big slow power that's needed as often as possible. Greater Ice Sword is currently in the build to make sure I have a continuous attack chain. Since my IO slotting is currently rather bad, I don't really have a good feel for my attack chain yet.
I used Aegis to get the large fire/cold defense bonus, but it never got anywhere near soft-cap so I guess it was not really helping. It doesn't seem like anyone is too alarmed by my lack of fire defense and resistance.
I originally took Icicles at level 12 and was very disappointed with it. The endurance cost is absolutely brutal for the trivial damage it does. If I were soloing, the damage would help me finish fights faster. On a team, Icicles barely nibbles at them before my DPS-obsessed teammates annihilate all the minions. I am considering taking it very late so that I can cover its endurance cost with an alpha slot incarnate power.
As far as Frozen Aura goes, I have never actually had a chance to try it since this character is currently 35. As above, I'm generally content to let my teammates handle the minion-slaughtering AoE DPS. On the other hand, Ice Storm is another power I've never used. If that doesn't work out well, I might replace it with Frozen Aura.
As a side note on the sad state of Ice Melee on the forums. Most of the guides are so old that they actually discuss using Frozen Aura as a mediocre sleep power. Time to update Aett Thorn's Issue 7 Ice/Ice build guide!

Okay, now to the points at hand:
1) GIS is fine if you need it for the attack chain, but as you get better IO slotting that will allow you to chain powers better, drop it as quickly as you can. It's really the only truly bad power left in Ice Melee. If you need another attack, take Air Superiority. It's better. Especially if you just need a chain filler. GIS is horrible DPA for little benefit. At least with AS you get the knockup.
2) As mentioned above, Fire/Cold defense isn't all that necessary. Yes, you will come up against some pure fire-using enemies, but most of their attacks contain some sort of S/L component to them, so you're good there. The only attacks I've seen enemies use against you that are pure cold is Frost, and that is EXTREMELY rare. All other cold attacks have some sort of S/L component as well, and you're 90% resistant to cold anyways, so you're good there.
3) Icicles (and other damage auras) are deceiving. Each hit might be for a small amount, but if you look at combat logs for the whole mission, you will see that if you're facing enough foes, Icicles actually does a large majority of your damage. That's because it's constantly ticking away at foes, even if your teammates are destroying enemies. Also, having the two taunt auras is one of Ice Armor's strengths. It's why Ice Tankers are kings of aggro. However, I can certainly understand why you might not want it, just trying to give you the counterarguments.
4) Frozen Aura is great AoE damage, and helps you maintain aggro on foes. Damage is a key component of Threat, so if you can do AoE damage, the better off you are keeping AoE aggro. Also, if you're not taking Icicles, then when you're solo, you can actually leverage the sleep component from Frozen Aura to some extent. As long as the enemies aren't flopping away on your Ice Patch, the minions will be slept, meaning that you take 0 damage from them until you want to.
So, if you're not getting Icicles AND Frozen Aura (which is what I do recommend), then you should at least take one of them. Once you're level 26, endurance is not a concern for Icicles anyways, since you have Energy Absorption. Though, if you're only taking one or the other, take Frozen Aura. The animation alone is freakin' awesome.

This character is an alt that I play for fun... which is why he's Ice/Ice/Arctic and not something newer and higher-performing. As an alt, he's on a budget and won't be coated in purple sets or PvP IOs. Since I couldn't figure a way around using multiple sets of Kinetic Combat, I made his defensive IO sets top out at 35 for exemplaring purposes. He plays on teams, so DPS is secondary to holding aggro and staying alive. I'm not entirely certain where the Tanker ATO set should go. He's weak versus fire, since I skipped Permafrost and did not worry much about fire/cold defense. If this is a fatal weakness I can switch out Build Up for Permafrost. I don't play Tankers very much, though I am familiar with the joys and perils of a defense build, since I have a melee Crab Spider. Any advice is appreciated.
