I don't recall there ever being a mecha shield in the costume set. Even the promotional screenshots just use one of the preexisting tech shields. :\

There was never one on beta, the descriptions from the Veteran Reward tree also doesn't mention one. I believe this to be a simple user to keyboard interface error on behalf of who ever wrote up the patch notes.
