At the top of the login screen it shows how many Global and Server unlocks you have available. You should have (at least) as many unlocks as you have characters. It is possible to have more unlocks than characters if you haven't used all of your VIP slots. For example, I've earned extra slots annually and haven't used all of them even though I've only assigned them to Justice.
Just use the unlocks to open the characters.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

My wife and I, on a joint account, recently dropped to Premium status then resubscribed for VIP. When the account went to Prem, I was already in game and all my chars were unlocked. She, on the other hand, logged in later and had to unlock a char slot to play.
Now, with a paid resubscription and confirmed account VIP status, her slots are still locked while mine are open. Server swaps, logging in the one unlocked char, and relogging haven't helped.
Any ideas?
