-Dam and -Res Procs; Will it Blend?

(Re)rolled an StJ/SD Scrapper a couple of days ago, and looking at some of the CoD/Mids info led to some questions.

So Rib Cracker (11.25%) and Against All Odds (7.5%) both apply -Dam. Related questions:

1. It used to be the case that subsequent applications of -Res would actually increase -Dam debuffs. Is this still true?
2. If the answer to 1 is "yes", how do Rib Cracker's dual debuffs of -Dam and -Res interact (ie, is the -Dam simultaneously boosted by the -Res, or only with subsequent attacks)?
3. Again, if the answer to 1 is "yes", do -Res procs (Achilles, Gladiator, Reactive) perform identically to "regular" sources of -Res (for purposes of the -Dam increase; I know how the procs basically work), or differently?

I have this nagging feeling that the -Dam/-Res interaction was "fixed" at some point in the last year or so, but I can't verify that myself.

I'm not sure about question 1, but if the answer to 1 is yes, then 2 should be that it doesn't really matter which is applied first. The game recalculates your combat attributes quite frequently, it seems, so even if the -dam does not benefit from the lowered resist at the instant it is applied, it will as soon as the entity's damage bonus is recalculated.

To question 3, they should act the same way. Unresistable res buffs/debuffs act slightly differently, and those are generally self-targeted, but procs like Achilles Heel are not unresistable anyway.

I am not 100% confident of these answers, but this is how it works to the best of my understanding. Somebody will probably correct me if I'm wrong.

You should be able to test this yourself relatively easy with a power analyzer.

Code:
I24 Proc Chance = (Enhanced Recharge + Activation Time) * (Current PPM * 1.25) / 60*(1 + .75*(.15*Radius - 0.011*Radius*(360-Arc)/30))
Single Target Radius = 0. AoE Non-Cone Arc = 360.
