As no one has responded, I'll add to this to raise it back to the front of the queue
I too have the cognitive at tier 3 on my DM/Stone tanker. I was hoping to see lots of purple bubbles around peoples heads. I too have yet to see it in a single enemy.
The thoughts I have had are
- Is it only a level 1 proc, so only works if stacked with another confuse
- Does it work, but have a different (or none) visual effect
- Is it just bust

Yes I feel your pain, But i have this interface , Tier 4 , and this is a great interface for trollers. It leaves baddies helpless to you and killing each other , and even if u stop 1 baddie thats 1 hit that dosent go towards your health. Just be careful not to hold the ones u do confuse . Although i wish this interface would last longer with great aoe skills , (Psy Tornado, Fireball , Freezing rain , Snow Storm ) it is a deadly combo |
