I can get to 44.1 / 44.1 / 47.3% with 3 level 50 IOs on every SR armor, Combat Jumping, Maneuvers, and an Agility Core Paragon.
Without Incarnate power I'm at 40.5 / 40.5 / 43.4%
Hide suppression taken into account (I think I modified it right in Mids)

Should be straightfoward if only Weave is out of the picture and Incarnates can be used. And assuming the difference between a scrapper and stalker SR isn't different in some significant way I'm forgetting ... beyond Hide, no Lucky and Evasion
A Generic IOs only build (scrapper) needs one of the following to hit the soft cap: a Steadfast, a Glad, Nerve or Agility. Add in Barrier which can provide a perma +5% and you should be able to drop any one power that provides some +def (in this case Weave) and pair Barrier with either Nerve or Agility.

Edit: And obviously it would be very easy to do if you are willing to add in a Steadfast and/or a Glad for a fast +6% def in addition to the Incarnate boost mentioned. (But that would require taking Tough)
All, I am looking at a stj/sr/body stalker, and could use some advice.
I have 5 slots of the ATO set in sweeping cross, and am level 18?. Just got spinning strike.
I would like some help building a non-hasten, generic ios only build, with no weave/tough/boxing. I understand that it is possible to get softcap without weave on just generic IOs. I want to use generics because they are relatively affordable and I can just buy the whole dang set if I wanted to. I am not adverse to using the 2 3% defs (already have both slotted), and if there is one or two particularly useful set IOs I might slot them. By and large however, I want to keep this as absolutely generic as possible. I would use generic SOs, but it just drives me insane having to rebuy the whole way to 50.
If you post a Mids, can you please post the extended version? I am on a linux box and can't run Mids. Thanks!
