My system will periodically lock up and I'll be forced to shut down the computer using the power button on the computer case. My system only freezes when playing City of Heroes, I don't have this problem when I play STO or Team Fortress.

Any particular timespan? Enemies? Missions? Trials? Any info would be helpful. With what you have given so far, the list of possible suspects is rather long.

Your physical ram's kinda low for Win7 + CoX, virtual memory size is fine, Ambient Oclusions probably too high, not sure about the GPU's ablities (because I simply don't know), could you elaborate on your hard drive partitions as I can't tell if everything's on one drive, what they're purpose is, etc. If you have more than one drive, then you might wanna put the swap file on the second drive (first partition) instead. As for the "CoX freezes, but game X doesn't" is likely because they use DirectX and CoX uses OpenGL (one day I'll learn why).
