I've got no idea what i'm doing... (Regen)
Build for +Recharge, +Recharge, +Defense, then +Recharge.
Absolutely grab Hasten and build for perma-hasten. Along the way you'll end up with perma-Dull Pain as well for the huge HP (and therefore Regen) bump.
The Soul Patron Power Pool has a power called Shadow Meld, which has fantastic symmetry with the Regen set. It is basically a mini-MoG that recharges really quickly.

This resulted in near perma hasten and dp, shadowmeld up half of the time, leaving IH and MoG as "Oh Crap!"-buttons. (215 and 80 second recharge, respectively)

Without really digging deep, here are few small things I noticed:
Fast Healing is overslotted. I know the DW bonuses are decent, but you can/should 2 or 3 slot FH, get a proc in there, and be done. Re-distribute those slots into Health and Stamina for 1 basic IO and 1 proc (or appropriate 2-pc set bonuses for a basic and Proc IO in each). QR doesn't need 3 basic IOs in it, either. Use 1 IO and 1 proc, or 2 IOs and proc (or or some combo that allows you to use either 2 or 3 of a set including at least 1 proc). It'll work just as well, and you'll be better rounded and squeeze a little more out of the same number of slots.
Depending on the set bonuses, you have Integration and MoG overslotted as well. If you could pull 3 slots out of those 2 combined, you could mule an extra Kinetic Comabt set into Kick for more S/L Def. Again, that suggestion is made without looking closely at the Doctored Wound and Luck of the Gambler set bonuses you'd lose.

Actually QR has a much higher base % the slots are better there than in stamina. You overslotted a few things. I usually put a LotG +rech in MoG and shadowmeld and add a couple rech IOs the defense on those 2 really doesn't need any buffing...but the recharge does. I will look more closely later

You've chased a lot of +HP bonuses...unnecessarily...Dull Pain running will basically cap your HP slotted the way you have it...by the time your accolades get added in you don't need anymore HP you won't gain anything from it really.
I would Slot ShadowMeld and MoG something like this... LotG +Rech(50)/Rech Redux IO(50+5)/Rech Redux IO(50+5) for both of them...
Furthermore what Alpha slot are you considering? If you are thinking Spiritual, and you should be....then you will gain a boatload of recharge from that...you could probably lose 1 slot from hasten and still make it perma with T4 Spiritual Core Paragon. Plus some of the set bonuses you are losing would be compensated for by the healing boost from spiritual so your passive regen will benefit as well...

Also, about the build you posted; That won't do for me, i don't have enough inf to buy the purples you used in that build, i think my bank will be pretty empty after trying to buy the Scrapper ATO set.

Then Good luck, and grab recharge where you can, and defense if at all possible. If you can hit 45% S/L Defense...then you are in good shape...if not shoot for 40% minimum...and if you can't get that...get at least 32.5% and settle for nothing less than that...you'll be fine.

The reason i "overslotted" those powers is to get the 5% recharge bonus from DW, I think that's still cheaper than trying to get the same bonus from (for example) Obliteration.

Those were the procs I was talking about, yeah. You might want to look at the Regenerative Tissue one also, though I don't know the numbers for it offhand.

On a regen...actually slotting health is about worthless...the gain is so minimal above and beyond a single proc it's not even worth it, especially when the other valuable proc is already in FH. Most of my regen builds have around 700% passive regen with toggles running. No IH, no rebirth, no nothing...just integration....if I run integration, and then drop IH and rebirth I am so close to the regen cap on a scrapper I could kiss it....so your same argument could be made for slotting health, could it not? Recharge is more beneficial...FAR more beneficial than an extra proc slotted into an inherent that is essentially a mule in that powerset...especially when you won't necessarily get the full benefit of it all the time. It is essentially the same as chasing +Def bonuses until you are way past the softcap (or incarnate softcap, if you could get way past it), because "more is better"...when sometimes more is not any better. Regen's have regeneration in spades...what they need is recharge and Defense!

My DM/Regen sits around 750% Regen without anything special running (IH/Rebirth, etc), and still have over 170% +Rech. I have 3 slots in health and 3 in FH, each with a proc and some set bonuses. I use mainly Numina's there, to stack even more Health and Regen, but maybe I don't need them. I could probably move some stuff around and squeeze another slot or 3 out Health and FH. Maybe I'll try it and see if I notice a difference.

So, I tweaked my build a little in mids and pulled some slots from Integration and Health and tried to squeeze some more +Def/Res/Rech out of the deal.
The net result was, IMO, insignificant. The defense numbers increased by less than .5%, and while I was able to pick up about 3.5% more +Resist to all (made room for a Shield Wall proc), I give up 9% Regen and 10% recovery. Not sure I'd miss them, and I might still make this change eventually, but for now, I don't think it is worth the respec and 1+ bill inf.

Well, SW 3% Res is going for about $300-400 mil last time I looked, since you can now convert PVP IOs, people have been buying the cheaper pieces of the set to convert them...driving those prices up and bringing the unique prices more inline...so there is mostly parity now.
9% regen and 10% recovery is extremely insignificant based on what it sounds like you have now...did you gain any +recharge? Near the top end, the resists are nice, and the Defense is great, but not as significant as recharge...if you squeeze anything out get more global recharge if at all possible. Then Res/Def...

I wasn't able to do much that would boost +Rech beyond the ~170% Xyzor sits at now. Inf isn't really an issue for me, so I will likely make a 1-slot swap from Health (breaking up a Numina set) and put it in Weave, swapping a LotG for a PvPIO to match up with the Shield Wall unique. Maybe it's an unnecessary 300+ million to spend just to keep a 10% regen bonus, but at this point, we're looking at the smallest of tweaks...

With Staff fighting coming out I decided to make a new character, for my secondary i chose /regen, as i enjoyed playing it before my hiatus (played from EU beta till I5 or 6, and came back a few weeks after freedom went live), but regen has been changed a lot since the Pre-ED toggle-IH days, (not to mention IO's.)
And allthough i'm starting to getting a grasp on this game again, I've got no idea what to build for with Staff/Regen, Most of the time i use form of the mind, to get my clickies back faster, but as far as slotting my regen powers go, i've got no idea.
The same goes for what power pools to pick. So far i've gotten SJ as travelpower, and opened up the fighting pool for Tough/Weave. Is hasten recommended too? And should i shoot for Perma hasten?
