Time Manipulation: Can F2P players buy it?

A free to play friend, who has unlocked controllers, wants to try elec/time, but he was wondering if he can buy the set in the Paragon Market, Or can it only be accessed via subscription?

Every powerset that you don't already have access to can be purchased.

In the case of VIP powersets like Time, you can't buy it if you're VIP, because you already have it. But if you drop to Premium, you'll be able to buy it.
