I bought the Going Rogue when it was first available but the alpha/omega costume pieces are still locked. (I don't edit my costumes much so I didn't notice it until recently.) I have the Praetorian Police and Clockwork pieces which were also part of the set so I know it was registered, so why not these?

The going rogue "preorder" that was offered through NCsoft months before going rogue went live did not include the alpha and omega pieces. Those costume had to be bought in a separate booster pack when going rogue went live.

Seven costume sets were released in conjunction with Going Rogue. All seven sets were originally available by purchasing the Going Rogue Complete Collection or the Complete Collection Item Pack, with the Alpha and Omega sets only being available through that method. The remaining five sets were also available by purchasing the Going Rogue Expansion. All seven sets later became available through the Paragon Market after the release of City of Heroes Freedom.
Unless you bought the complete edition or item pack, you didn't unlock those two costume sets.

So the early adopters have to pay more to get everything the later adopters got?

No, because the early adopters got the basic version for $30. When the official release date arrived, the $30 option remained, and the Complete Collection was added for $40. At the time, a "Booster Pack" containing the extra items from Complete Collection was added for $10, meaning that everyone paid the same price to get everything.

All those options have been removed with the release of Freedom; now if you want to get the things you missed, you have to get them piecemeal from the Market, and it will cost you extra.
