Don't know about your ATO proc questions, sorry. But once you catalyze something it becomes account bound, so no you couldn't give it to a friend. Only able to give it to other toons on your account.

Charler is correct about catalysts.
The Scrapper crit bonus ATO is a global bonus, it benefits all your powers no matter where it's slotted, no matter how often or how rarely you use the power. The Tanker resist bonus ATO is a proc, so it only gets a chance to activate from the power it's slotted in. So yes, you basically have it right on those.

hi all, i have a question about the new AT enhancements. For Scrapper's Strike: Recharge/Critical Hit Bonus, it seems to me, in the description that no matter what power u have it slotted in, u have a chance for it going off. do i have this right? also, the Might of the Tanker: Recharge/Chance for +Res(All) seems like it only goes off when u use the specfic power its slotted in. Am i wrong on this? also, 1 last question...lets say i have an AT enhancment and use an enhancement catalyst on it, would i be able to give it to someone or, would the enhancement become bonded to me?
