Massive Framerate Drop In Narrow Circumstances

I've been battling some heat-related graphics problems for a while, but I think this is something different, since I managed to get all of those to go away with some interior cleaning. This little gem however, has remained, and everyone I know is completely stumped. I've run out of ideas that aren't reinstalling windows, which feels, uh, drastic. So time to ask here!

I don't really have any problems solo, or even in groups, or even in full, regular teams. But in large groups like the Incarnate trials, there's this thing that happens where some visual effect will cause my framerate to drop from 'workable' to 'multiple seconds per frame.' It seems to happen whenever there's bright flashes of light, which the game renders as big colored discs. Probably from blaster AoE powers? It is very specifically those powers though; in light- or no-pyrotechnic teams I'll have no problems at all, but when the screen flashes start flying the framerate instantly plummets to the point of complete uselessness. By the same token, as soon as those powers stop going off, like if the boss dies or even things just slow down for a bit, the framerate picks back up to normal levels over the course of a second or two.

It is also completely unique to City of Heroes; I have no problems at all like it in any other game. It also seems to not matter what the graphics settings are; the same thing happens if the slider's on High as happens on Minimum. One time I even tried bottoming out the slider that changes what resolution the game renders the world at; even at 360x225, the flashes stopped things cold and nothing else did.

8 GB RAM, AMD Phenom 9500 Quad-core 2.2 GHz, Radeon HD 5670 graphics card, and Catalyst just made me update the drivers this week. I haven't noticed any changes in this problem across driver builds.

Sadly, certain effects in this game are massively inefficient, thus causing huge graphics strain.

I actually used to crash every time my gravity controller was using gravity powers on the same enemy that an electric control player(both of us customized bright colors for powers) was using powers on the same enemies.
I have not tested it in months, but it was every time due to them both being very inefficient effects.

Luckily, electric control and gravity control are both not that common, so I haven't crashed due to them being combined, that I am aware of, since shortly after issue 18.





Though, it looks like your video card driver is way out fo date. You should look in the sticky at the top of these threads for the "safe AMD/ATI drivers list" for which ones to update to, if your card supports them.
If your card does not support a newer driver then you need a new card, which is likely the cause of your issue.


Check to see if your monitor has updated software as well. Your reports don't show the max resolution fo the monitor, probably because the system can't detect it properly due to out of date drivers or no driver at all.

Ultramode settings on high with an HD 5670 and a 1st gen Phenom, that can be a problem. Need to push those UM settings down to their minimum. And I'm not too sure if the AMD 12.3 drivers are well behaved or not. Check the AMD driver thread to see what the current consensus is.
