Character Copy Tool, acting odd

I got the same thing, but after a minute or so I started hovering my mouse over everything, just to see if it would produce something to click on.
Under each toon's name there is Public test sever and Beta test server, they are clickable. I clicked Beta test for one of mine and it took me to the next screen that said it could take up to 30 minutes to make the transfer. Usually it is instantaneous, but so far for me it has been 20 minutes and nothing yet.

My Characters
Seems to be working fine for me. I pick my server from the combo box, it shows all my characters, in alphabetical order, and I click the link that says Beta Server.
Just queue'd up a character, so now to see if it copies over.

I am not getting the message that the tool is down, merely getting to the point where I have selected my desired server, and then I cannot select the desired character. There is a list, and it is correct, however the system isn't populating a menu of any sort to allow me to choose from this list to go to the next step.
Anyone else run into the Character Copy Tool acting like this?
