Wow thats going to be a very expensive build, and end hog even with the alpha on.
Lol, was that a serious build? You *almost* end drain yourself just standing there. Good Job.
"Look how many pages of crap are in this thread already!" -r0y to all threads on these forums.
well, to be a little more helpful, and a little less snarky, this is a bit of a mess. It is silly expensive, and well, yeah.
I looked at the other thread you posted, and you mention sacrificing potential for defense. I think you missed the point of why people softcap resist based tanks. The point of it is to increase your potential, i.e, it makes you a LOT harder to kill. The point of a tank is to not die. Hence if you layer defense with resist, you increase your chances of living, which is why stone armor and invuln are really hard to kill right out of the box. Damage is secondary, and that seems to be what you are building for. If you want to be a meatshield, you softcap defense, and maximize resistance. That way when you do get hit, you don't get hit as hard. If you ignore defense you ALWAYS get hit. You take way more damage, you eat pavement faster than the guy that is def softcapped. Your resistance keeps you up when you do get hit, unlike pure defense sets, which can get cornholed if their defense is bypassed.
If you don't want to stack defense, that is your choice. But don't mistake a personal preference with maximizing potential.
As for the build, you are so end heavy you won't be able to do anything. CoF is kind of crappy. Some people like it, I don't. It's a low mag fear and I am not worried about the trash it does hold. I don't necessarily disagree with taking maneuvers, but tactics is an endwhore. Yeah, I don't really see where you are really going with this build. If you want to maximize survivability, you should really just go all in a with a softcapped build, or figure out something else, like a full on tanktroller style build. This is kind of a mess, not terrible terrible, i mean, if it fits your playstyle, yeah, rock on, otherwise, I would start from scratch.
Dark Armor is like that kid you knew in school that didn't know when to shut up, and no matter how bad he got beaten down, he got right back up again and kept on talking.

Below is my "first pass" at a DA/STAFF. Please Review.
Please ignore levels, for power picks and IO's; don't plan on playing much below 50; If you would like to optimize the levels for power picks/slots please do so.
Quick Strike = Mercurial Blow
Burst = Guarded Spin
Concentrated Strike = Sky Splitter
Soul Tentacles = Innocuous Strikes
Vengeance = Staff Mastery (the lotg goes in empty 6 spot in Burst)
Not sure on Assault, can't find anything would want to take instead (with the bare one slot); definately want Maneuvers though.
Maybe get rid of Innocuous Strikes and use the slots elsewhere? But that and Assault become what?
