Er um... gonna go ahead and disagree with this in general point to your build as myself and others are not having any issues as described with the AV killer that is Ill/Time.
Having said that I am happy you found a set combo your are pleased with.
The development team and this community deserved better than this from NC Soft. Best wishes on your search.

Also, I will not have perma-PA since I only have HOs and SOs.

I also was referring to rad/time not being as good possibly as rad/rad against GMs, not illusion/time.
Update:
Radiation Blast/Time Manipulation is AWESOME!
I find it to be better than rad/rad, which I have leveled multiple times before(repeatedly tried to enjoy it and repeatedly got sick of turning 2 toggles back on and the endurance drain).
I have not tested Time Manipulation against a GM or other super strong target, though. Rad/rad may be better against those really hard targets because it can hang back farther than Time's Juncture allows.
