No, the VidiotMaps map pack shouldn't be causing you any trouble in CoH, I suspect you'd be hearing a lot about it if it were. CoH also won't let you launch if you directly modify the game files, but that's not quite what the VidiotMaps pack does. It certainly couldn't hurt to try uninstalling it and see what happens, though.

Try simply deleting the download file (the EXE file for the maps) if you haven't already. Maybe it sees that and thinks it's bad juju.
