They'll get 1 month of game time, plus it will permanently unlock all of the features that launched with Going Rogue, including the 4 bonus power sets*, dozens of costume items and emotes, the alignment-switching system and the ability to create a Praetorian character. Your friend will keep all of that on their account even if they decide not to continue subscribing after that first month.
*(Note that while they'll get Demon Summoning unlocked, Masterminds are considered a restricted AT, so they'll have to either buy the AT, continue subscribing as a VIP player or become a Tier 5 Paragon Rewards customer to have Masterminds permanently unlocked.)

...did you read what I quoted? You wrote it, after all. The Demon Summoning restriction you mentioned had to do with Masterminds. Controllers are also restricted. Therefore, with Electric Control, the same thing applies to Controllers as the Demon Summoning Masterminds.
I then mentioned Dominators because it's a very common follow up question.

I thought the "Starter Kit" was only for new accounts, and couldn't be used for existing accounts to add time. So no, it doesn't give you a code, nor "auto-applies" it. (Unless you mean a 100% brand new Free account. It gives you a code that you can apply only to a brand new account.)
Did I miss something?
VIP Starters can be used on any account that has never purchased anything or applied any code. Including old trial accounts (converted into free accounts after i21) and post-21 free accounts.

OK. The OP didn't specify, he just said "pay for a month of VIP for a friend."
So, to the OP: if your friend had a subscription account before Freedom (the F2P release), then the Starter Kit won't work. If he bought a box, or paid for even one month subscription, then the Starter Kit isn't going to help. (I think even after Freedom if your friend bought any points, he might no longer have a "free" account.)
If your friend was on a Trial account, or started a Free account after Freedom, and hasn't bought anything (points or subscription time) then the Starter Kit will give you a code that your friend can apply to his account.
Did that cover all the bases?

10 50's To Date! Check out Titan Sentinel; it got my CoH presence synced online
I thought the alignment system also was VIP only content that got restricted again when you dropped to premium even if you bought GR?(As well as alignment merits and incarnate content(free for VIPs now too)....post Freedom those GR boxes don't have much draw lol)

If you check the store, you'll notice that there's a System Purchase of the Alignment System - That would be useless for anyone other than Premiums, since VIPs get it for free.

Hey all. After just returning to CoH after a long absence, I'd like to pay for a month of VIP for my friend.
I noticed the VIP Starter Kit. When I purchase this, does it give me an actual serial code that I can enter ( or give to my friend ), or does it auto-apply it to my account?
