A retake on my Kat/SR
Hmm there were too many thing I would change in your build but a few questions need to be answered first.
1) Do you intend to buy purples (and one or two PvP IO's) for this build?
2) Can you get scrapper ATO?
3) What are subject to removal and what are not? For example two travel power is overkill and the power selection can be used for something more useful.
4) Do you intend to do new Dark Astoria incarnate content solo? If you do so and at a high difficulty I strongly suggest removing one of travel travel power and get elude instead. Before you ask I have a kat/SR too and it is my main with two purple set a couple PvP IO's normal content softcapped with %309 regen with 1900+ hp etc and rebirth is not enough to save you in DA if you plan to do +4x8's (or +3x6's) not even barrier saves but it helps more than rebirth. And I find myself occasionally dying since lucks burn like candles and sometimes not drop and don't have three of a kind to merge elude gives you 3 minute of softcap to anything and when it starts bilinking just use your destiny eat a blue (far better than trying to keep yourself softcapped in every minute) than retoggle. Most of the time you will be able to see blinking and not engage the next mob or able to run away from your current one.
A few changes I would do in your build please note empty slots in GD are for scrapper ATO since it is a set that you can get eventually unlike purples (and with catalyst drop rate since i22 launched I believe you will have purple ATO set in no time)

ATM i dont have time to go through the whole build but i will later, my main a Fire/SR scrapper originally didnt have aid self, a day after i put that build in place i made him a new build with aid self, it is extremely usefull, i thought what you did, oh ill just get rebirth but trust me aid self is VERY usefull on a SR

i23 currently doesn't add ATO at least they are not part of their patch notes yet.
With careful playing and incarnate goodies +4x8 DA is not hard (though I use elude to get to incarnate cap and use barrier when it starts blinking) for AV's it takes a little long depending on AV but with a couple of insps they are managable.
For my own kat/SR I am using t4 musculurate (%45 damage), depending on mood, trial, etc i have a set of destinies while solo i use rebirth:+regen, T4 degenerative interface with %75 DoT one, have a couple of judgement and lore pets depending on my mood usually use vorpal and rularuu though.

And for me it's pretty much the opposite position. For me on my current SR build and the only post 50 highly IO'd build using Aid Self I have right now (on a melee character) it's basically a set mule, seldom used and very rarely/once in a blue moon "needed" power. I've probably used Aid Another almost as much (also essentially a set mule). And that's before I added Rebirth to the mix. If I lost or swapped it for something else I'd never miss its heal.

Right finally got your build onlive without the Purple sets and so far its pretty fun.
I thank you, however solo wise I don't have the benefits of Incarnate bonus' especially since you have access to Barrier and Rebirth (Ofc not at the same time) Which kinda sucks on my part since its gonna take me a while to work it up.
So this left me no choice to rejig your new build I managed to get almost 10% more defense out of your build without any use of Purple sets (Bar the PvP IO)
I also managed to got more overall recharge, and also 5% more damage to all.
Also on live im missing a %1 from defense compared to mids? Weird I know however not to worry.
Edit: Just realized that everything is has been set relative to +5
Anywho's um something to note: I've used "Brawl" as a mule power and put Mako in to Gamblers cut, for i23 or rather with the new set bonus i plan to remove it with Critical Strikes.
Which means I'll lose that 3.75% Ranged defense in exchange for more damage, AoE defense which to me seems like a good trade off....
As far as I know i dont know what the stats would be for the purple version of Critical Strikes but im guessing the 3.5% bonus turns to 5%? and that would put me to just over 30% Damage to all.
Also please note the below build has everything set to +5 Where as the one above has not.

Alright, this toon was my first 50 waaaay back in the day, and has been through several deletes/remakes and such. I finally went back to the original Kat/SR.
He is a speedster by concept (hence SJ and SS)
I know I can get Aid Self to improve 100%, but I never liked the power (plus will be having Rebirth as a destiny)
What I'm looking for is some critiquing and advice on better choices on IOs and powers (within the concept).
