Merit vendors are usually standing around the black market trucks. (Or did you mean you couldn't find them at the Redside Merit Vendors)

They're available on Merit Vendors for redside too. You have to make sure "hide recipes missing ingredients" isn't checked if you don't have the 400/500 reward merits and 25 million inf. You may need to be at least level 10 for them to show up as well.
They're also purchasable from Astral Christy in the villain version of Ouroboros, same as heroes.

Where is the vendor located for Archtype Specific Enhancments in the Red Side?
I have found them on the Merit Vendors on the Blue Side but they don't seem to show up on Red Side.
I'm looking for the Mastermind set. I can see them on the Black Market but I was hoping to use my Villian/Merit to purchace the enhancements or recipes.
