In need of 'weak' powersets.

So I'm working on a mission arc that's almost done, but the big problem is that the custom critters I'm using are, surprisingly, ridiculously strong in any numbers about three. They're supposed to be towns people who are simply sort of undermind mass mind control, so they're all supposed to be using natural type weapons or things just around.

So right now the minions are using war mace (customized as a wrench), battleaxe (hachet skin), and dual blades as their powersets. but these sets are surprisingly strong in any decent numbers.

Can anyone recommend something a bit weaker?

Have you tried just giving them one attack power?

Usually weapons sets are weaker as they don't have a lot of mezzing-type (stuns, knock-downs, -to hits, +defensives etc.) powers, but you have to be sure you haven't given your NPCs powers like Build Up or Aim, etc. or they can go to town once in a while.

Try giving them a single "pistol" power from the MM thugs set.

Did you click 'Standard' or did you pick individual powers? The standard loadout has the potential to be really dangerous due to the damage behind the higher tier powers and the not widely known fact that AE critters use a higher damage scale than players. Also, what level is your arc at? Lower level arcs can have enemies with fewer powers and still get proper rewards if you pick the powers instead of the presets.
