I love the idea... hence, it'll probably never happen, and be of little interest (or actively disliked) by anybody who matters in the decision making process.

Covert missions: In these missions if your a hero you are sent to the villain side to do under cover work or on a tip to foil some thing to do with a villain or group/ on red it would be to got to blue to contact the under ground to cause trouble or on a tip that may gain you power or what ever. You would be able to run around hero side with the villain still a villain as long as you don't attack the wrong guys, example say you decide to attack some long bow in atlas park if you do it enough this could trigger an ambush of that group. If defeated could end up with you in the zigg which in turn could lead to more missions to get out or paying a legal npc to get you out by paying with influence. i could go on but you get what i say it would use the old villain start area maybe expanded and updated in corporating it into the zone in brick town. this way a villain can stay a villain and be on the other maps with out changing there allegiance.
One shot stop missions: these would be like the radio but can only be found if just running around the map spotting suspicious behavior (like skulls lurking around a door for look outs or at night a group standing in the shadows around a door. On red side a group of long bow near a door or guarding some thing. (you could put temp powers or what ever to make it better seeing the only way to get them is by street sweeping or looking for them could even only give a chance like tip missions to have it happen
