Graphics glitch with animated glow textures

It's not a bug. I don't see that in game and I haven't seen it mentioned anywhere else on the forums. It's something wrong on your system, most likely the drivers.

Your hijackthis looks good. I was hoping for something like tremendously outdated video drivers because that would stand out.
Unfortunately I'm not an ATI user so I'm not familiar with which drivers might be problematic.
If it's not the drivers then it probably has something to do with one of the settings that is exceptionally low. Of course with that video chip you can't set most settings much higher. Maybe I'll see about experimenting with my settings in game to try and replicate it. But I am on Nvidia so I might not see the effect.

AMD/ATI also has always had issues with graphics performance in games, even ones designed with OpenGL instead of DirectX. City of Heroes is supposedly an OpenGL game(last I heard) so it should perform well for AMD cards, but Nvidia has still always been more reliable.
Changing shader quality from medium to high fixed it.
Pity my computer isn't powerful enough to handle actually playing the game that way, if I'm not soloing.

The same computer that runs this game poorly could run a better looking game better.
I bugged this a long time ago, but it's not received any attention and I thought perhaps posting it here, where I can include a screencap, might help. The glitch is that they cover the entirety of whatever it is that's supposed to have glowing parts, instead of only the glowing parts... this happens on the Celestial Armor tights pieces and the Black Wolf, as pictured here:
There may be other things it happens on but I don't remember them or haven't yet encountered them. I am running Windows 7 on a Gateway laptop with an AMD card. Please let me know how I can find any additional information that would be useful to the devs in fixing this!
