Paragon Rewards Tiers Questions

Do I have to take all of the rewards in one tier before I start taking ones in the next, even if I have the requisite tokens?

For example, I have about 1/2 of the rewards in Tier 6, but have enough tokens to be a Tier 7 VIP. However, all of the Tier 7 rewards are locked for me.

Yes. You have to finish slotting a tier before you can progress on to placing tokens in the next.

And for the sake of completion...

But... you get the rewards for 'filling a tier' even though you haven't slotted all the Tokens for that tier yet. So, if you have enough Tokens to fill Tier 6 and half way to 7... you automatically get the 'completed Tier 6' rewards, but, can't slot anything in 7 until 6 is completely slotted.

Yes yes yes yes yes yes yes yes no.
What I mean to say is, you need to fill each row before you can start the next one. However, once you get to tier 9, you can pick anything from either row (as long as you are VIP). So if you just finished tier 8, you don't need to buy all those expendable temp powers before getting the fancy costume sets.
