Then open up a command prompt and type

Then try starting up again.
Another possibility is that you've got some sort of malware issue and something's set itself up as a proxy.

And how would I go about removing this proxy? The command prompt didn't help.
Well, if it is malware, then you need a malware remover. Do you ever run virus checks?
