The slots don't move, only the character. If you have 1 slot free on Virtue and transfer a character there, you'll have 0 free slots after, and 1 more free slot on Liberty than before.
Also in your example if you only have 1 slot on Virtue and it's filled already (1/1) then you wouldn't be allowed to transfer a character there.
Caveat -- I'm not certain if we're talking Premium here, or how things are affected when you have only a few slots to work with and most of your old characters locked. I know how it works for VIPs. Every server has 8 slots plus however many extra I've purchased/applied to that server, so I know if I transfer a character to Virtue I need an open slot and then it's filled after the transfer.

I do not know if it will auto-use a global slot (I want to say no, based off the last time I transferred) but it will not transfer a server slot with the character.
If you are a premium character, and transfer a character to a server with no slots unlocked, you will not be able to use that character until you unlock it's slot.

I have a character I would like to transfer from one server (Liberty) to another (Virtue), I already have a transfer token.
When I transfer a character does is the server slot moved from Liberty to Virtue? Thus if my slots read 1/1 on both servers beforehand, afterwards will Liberty read 0/0 and Virtue 2/2? (pretending I have only 2 slots available to me total.) Should I have an unused Global slot will it affected by the transfer. I would hate to find out that the system automatically decides to use a global slot.
