Epic Power Pool Idea

This could be for both heroes and villains and obviously for any toon using any kind of gun.

Gun Mastery

Imbue Ammo- You imbue your ammunition with extra damage capabilities. +Damage (extreme/lethal/knockback/DoT), Recharge- Moderate

Psychic Accuracy- You use your incredible mastery of guns to guarentee you hit your mark. +To Hit, +Range, Recharge- Moderate

Bend Bullets- Once a target is in the reticle and this power is activated it allows the target to be hit even if the target becomes blocked as long as that target remains alive. Recharge- Long

Stealth Rounds- Allows you to quickly fire six rounds at a target without gaining any aggro from that target or any others in its group. Recharge- Long

Bullet Bombs- Allows you to fire up to six rounds from your gun(s) that explode on impact. +Damage (Extreme/Lethal/DoT) TAoE. Recharge- Long

I was thinking of a self or group heal or +end type of power such as

Healing Rounds- You fire a bullet at an enemy and you gain the same amount of HP or End as you dealt them in damage.


Instead of Bullet Bombs as the last power it could be

Bullet Fire Storm- You fire your gun(s) into the air above a group of enemies and they lock on to each and rain down in a fire storm of hot lead. + Fire DoT, Knockback, Lethal.

Another idea

Blood Seeker Bullets- This becomes a special ammunition toggle that when fired at an enemy moves to every enemy within a Melee cone. + Bleeding DoT, Lethal, Minor Knockback.

Gravity Bullets- You fire special ammunition that when it hits its target reverses gravity and pins the enemy to the ground for a short period or sends them flying up into the air for a short period.

You realize that most of those are incredibly broken, right?

With the "multi-state" powers, this one might be able to be done. When the power is not active, the attacks act as normal, with the power active, every attack would have a second state wherein the attack does not check for line of sight on the target.

That said, it would require them to go through every power set this power was available to and set it to have those two states.

The complaint then becomes "This power looks wonky," because your blasts would just shoot through walls without doing any damage to the walls.

REALLY broken and unless we get sword mastery in turn for ranged characters, then nope. Use DP/Assault Rifle/Beam Rifle like the rest of us poor gunslingers until then.

It's called balance and game design.

You can't have powers that, in and of themselves, let you attack without the possibility of reciprocation. Just think about it. And keep in mind, this is a pool power. You cannot have attacks that do extreme AoE damage on a pool power, nor attacks that heal for the same amount as you damage (unless the damage was minor). And let's not get into how psychic powers or "healing shots" make sense in "Gun Mastery."

If you want to make up powersets that could conceivably be added to the game, you should probably play it a bit more, and study the other powersets.

It's a bit unfair for people who have guns as their main powerset. It's like "Hey I can do everything you can but better, and that's not even my main power!"

Beyond the issues of overpowered- and broken-ness, it seems like this is more of a powerset extender rather than an epic power pool, which is intended to be selectable by any character in that AT, not just those that used one or another powerset. For example, an Energy Blast/Mental Manipulation Blaster can select Fire Mastery as his APP, even though it doesn't continue either his primary or secondary powerset.


APPs also tend to have powers that are different in style from those in their primary and secondary powersets. Continuing the example, the NRG/MM Blaster with Fire Mastery has access to:
  1. Bonfire - Location Minor DoT (fire), Foe Knockback
  2. Char - Ranged Moderate DoT (fire), Foe Hold
  3. Fire Shield - Toggle Self +Res (smash, lethal, fire, cold)
  4. Melt Armor - Ranged AoE Foe -Res (all), -DEF (all)
  5. Rise of the Phoenix - PBAoE Minor DoT (fire), Self Rez
Bonfire and Char are not too out of line from what Blasters might see in their primary or secondary, but defensive toggles (Fire Shield), significant debuffs (Melt Armor), and self rezzes (Rise of the Phoenix) are definitely not par for the course in Blaster primaries and secondaries.

An Ancillary or Patron Power Pool should not have a power in it that is identical to a power already available to the character (e.g., you wouldn't want to include Empty Clips in a "Pistol Mastery" APP for Blasters, as you could have a DP/??/PM with two copies of Empty Clips). Most likely, you wouldn't have a strictly "Pistol Mastery" APP for any of the AT's, as none of them offer three or more primarily damaging powers in their sets - the most you typically see is two. There's also the issue of having a power pool with weapons that players will want to be able to customize, which I'm not sure we'll be able to get anytime soon.

You probably want to spend more time looking over the existing APP's and PPP's to get a better idea of the types of powers and their power levels, before attempting to design another of your own.

We do have a gun "mastery" it's called Munitions Mastery for Blasters.

The set also has too many powers since Epic Power Pools only have 5 powers and they are usually the opposite of the AT. Which means AT like the Blaster have holds and shields. While the Scrapper has a hold and a ranged attack, maybe even one moderate AoE. No set though has some UBER power, that does extreme damage. The Munitions Mastery Power LRM Rocket does Superior damage though, but thats Smashing and Lethal on high level enemies that are very resistant to those damages.
