If you don't have access to the Invention System through a license of some sort, NOTHING to do with the Invention System functions.
If you have COMPLETED Tier 7 (27 reward tokens owned), yes, that is enough. If you have not yet COMPLETED Tier 7 (26 or fewer reward tokens), you will need to buy the monthly license until you complete Tier 7.

Just wondering how set bonuses works for premium accounts. I'm thinking about making one of my accounts premium so it'll be free to play. I've seen something about being able to use sets if you've made it to a certain point. I've got all my tier 7 is that enough? Also do I have to buy a licenses each month for my sets to be good on each toon? Will I be able to use set bonuses on all toons on that account? And also, do I have to have my characters slotted with the sets before it goes free? Any other informaiton that I might've not asked and need to know would be appreciated aswell. It's late here and I didn't get a chance to search to see if this has already been asked, if so sorry for bringing it up again. If it has been asked and you don't feel like answering it all over again if you have a link you could post that would help me out that would be great aswell.
