That belt is working as intended, it's supposed to be used with the larger and longer coats.
Ok so if they are happy to add a belt that looks ridiculous for all but a few of the jacket options why isn't the "skirt" belt in there as well? There are plenty of short jackets that look just fine with that "belt".
Do you have any dev comment indicating that this belt is WAI? because IMHO is still looks too big in the example you gave.
I have no idea why items aren't in some categories and not in others. It's not just belts the barbarian corsets aren't available with jackets even though the steampunk corsets are.
For some reason you can't combine these costume pieces in game (this is a demoedit). I'm not the person to come to for answers about why the devs do what they do.
I will say I'm totally baffled that after the playerbase for years has been asking for belts that go over jackets people refuse to believe that's what this belt is.
I also don't know what you mean by skirt belt.
Gunslinger Belt 2 is placed wrong for female body types wearing Jackets. its about at navel height and hovers around stomach without touching the body.
