If you return as a Premium, you won't be able to use any Incarnate powers you've earned, but you can still play the character. The powers will just be greyed out. If/when you return to VIP status, your Incarnate powers will function again.
Yeah, the powers just get switched off, just like when you exemp below 45.

It's also on the wiki. There's a big flag at the top of the page that unequivocably states "Requires a VIP subscription." Don't know what else that could mean!
I did clarify the overview to more explicitly talk about the facts while switching between VIP/Premium.

They would be unlocked but unusable until they become VIP - no need to redo the mishes. They would still be able to use the character but would not have any access to the incarnate system - so no powers, mish, itrials, APEX, Tin Mage whilst premium.
On becoming VIP that access would be restored to its previous state.
