Just so you know, not all the EATs have the shapeshifting powers. The Villain EATs (Arachnos Soldiers and Arachnos Widows) instead use branching paths for their powersets - where they start off as one base archetype, but can branch out into one of two other powersets at 24, and can even use their different builds to play as both branches on a single character.
Further, the level requirement for the EATs (heroes and villains alike) were lowered to 20 some time ago, and the devs have said they consider making it 50 in the first place a mistake and wouldn't do it again. (I think they can only be bought now, not unlocked, but that's how it used to work)
Not that this is a bad idea (I always love the idea of new classes and/or powersets), but new epic archetypes probably shouldn't copy Kheldians' style. New EATs should probably have completely unique mechanism to make them different from the Kheldians, Arachnos, and the basic archetypes.

would have to see more details on the powersets, from your descriptions it sounds almost exactly like PB and WS and wouldnt really be bringing anything really new
Two new proposed EAT's.
Ethereal and Empyrean beings are entities composed of the essence used to breath life into the universe.
Ethereans represent the psionic energy used to give mortals sentience while Empyreans represent the fire like energy used to give mortals form. The two races of beings oppose the eachother on the argument of the others importance and contribution to the creation of mortals and have been enemies for millennia.
These two EAT's become available to both Heroes and Villains at Level 50 and act as a way to further develop a high level long used character. They also elevate the scope of gameplay from "street level" to "cosmic" or "universal". Much like the Kheldian Peacebringers and Warshades these EATS's require VIP status or purchase on the Paragon Market.
Each race has a single Primary and Secondary power set.
Etherean-
Primary- Ethereal Assault
Secondary- Ethereal Affinity
Empyrean-
Primary- Empyreal Assault
Secondary- Empyreal Affinity
Like the other EAT's both primaries have a shapeshift power at Level 6 and both secondaries have a shapeshift ability at Level 20.
