Either would be good. My StJ/SD scrapper has been one of the strongest and most fun characters I've ever played. He's a stylish wrecking ball.
I have a StJ/WP at 26 and is pretty tough and deadly. Also WP gets Quick Recovery which helps before IOs
Based on wild-*ss guesses, StJ/SD should work brilliantly with modest inf investments and may be a valid high-end toon. I base this off playing a StJ/SR quite a lot recently, and StJ getting pretty good attack chains with modest recharge. A StJ/SD scrapper with Musculature should be nothing short of brutal, and if you go whole hog and manage to get them to softcap and permahasten with reasonable cap... er, end stability without giving up your Muscle you'll have a monster toon.
Still, wild-*ss guess.
I'm not sure how important it is to you, and it's just my opinion, but Street Justice is one of the only non-weapon sets that doesn't look utterly stupid with a shield.

I am finishing up my Fm/Inv brute, and debating what to roll next.
I'd like a toon that I can solo with since I work nights, and it can be a little difficult sometimes to get a team. I will team however for TF's and such on my days off.
It has been a long time since I have played a /Wp toon, and I have actually never gotten a shield toon past, 18 I think.
Any recommendations are appreciated.
Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?
