From the NCSoft Launcer, go to File / Settings, then Advanced Settings.
Changing the Region to "Europe" and the Language to "German" should work.

i have this so but my game is in english.
only a few texts are in german..
and the launcher is also in english ..
My understanding is that if you log into Zunkuft (German Language), the game will be in German, if you log into Vigilance (French Language), the game will be in French, and if you log into any other server, the game will be in English.

no char creation is for example on zukunft in englsih too.
Not sure if this is what you are after either but here is a slash command you can utilize, where you would substitute 'x' with the language-location of your preference, just not sure what you would want for 'x'.. 0,1,2,etc.. Zero is for english.

Logically speaking, it should be either 1 or 2, since the game to my knowledge only has two other language variants other than English. If 1 turns out to be French, then 2 is German, and vice versa.

I saw a player yesterday and her power descriptions, set bonuses, etc, were all in French - that on Freedom (not talking about the bio, but the powers, and things like set names - 'ultimate recovery bonus, luck of the gambler recharge, all in French). It's the first time I saw that in years, is that a bug? I even checked my toon's info to see if it had changed that instance and it was all English, like my interface has always been.
The other players I saw the info were English too. I'd like to have my powers and bonuses in French lol.
