Need help with build to get permadom
You seem to have focused more on defensed than recharge. This build sacrifices about 13% defense. I don't think defense is that important because -def is in almost every attack in the game and you have no resistance so 2 shots and you'll be at 0 anyways. Instead you have 40% heal every 7.5s. Sure it's interruptible, but you're a dom so mez them and when they aren't attacking you can heal. This build has WAY more AoE damage and only uses 72% of the endurance. You can't fly and use hot feet at the same time so I took it out. You could always buy a temp or get a dayjob. Smoke, ring of fire, and thorn burst are pretty bad powers so I got rid of them. Hibernate doesn't need recharge since it suppresses and you can't use it again anyways.

Basilisk Gaze in both holds - that's 15% rch there.
Expedient Reinforcement in your imps.
Both sets require just 4 slots to get their recharge bonuses. You can move the extra slots to other powers.
Take Ice Storm and put Posi Blast in it.
Put 3 rch in Hasten. Sure you'll hit ED cap, but you want to.
Instead of Weave, why not CJ or stealth? Either can be 1 slotted and could mule a LotG rch bonus.
Personally, if you have perma and AoE dmg, defense is rather moot. Targets will be controlled and dead faster than they can hit you. Eat a couple lucks to dodge the alpha if you're worried.
Please buff Ice Control.
