Ive found procs as a nice way to customize some powers; boxing with the kinetic melee knockdown proc make Lenina (elec/nrg brute) feel stronger.
However, I would like to spice up some powers of some of my custom critters in the same way, with Lenina as a guest (boss, ally, hostage etc.) the most obvious example. It would be best accomplished by just giving a proc enchancent to a custom critter during editing. And yes, I want to be able to give my critters pool powers. The proc should not work on all powers, just the one you assign it too.
In order to further personalize the critters, I suggest Architect IOs. You cant slot them normally; just give them to your critters. That way, the can have effects that would be overpowered, underpowered, useless or unpopular for players, but fun for critters. Some examples that I would use include knockback buffs, chance for vomit, +downtime if knocked, chance for confuse, chance for sleep and fear. There should also be AOs that reduce some effects like knockback.
Yes, you could create very tough or annoying enemies if you bought/collected enough normal procs or AOs, but I dont see a problem with it. The same pencils you can use to create great art can be used to create bad art.
