Will my level 38 ice/psi dom be able to reach permadom status?

Hi everyone,

I'm kinda new with the IO set building thing, but I have put together an Ice/Psy build that I am hoping will be A) Permadom and B) effective Crowd Control and Damage Dealer when fighting +2/+3 (maybe even +4) in groups. Right now he's level 38, and I'm attempting to put together an acceptable build to use until level 50 where I can then fill in more recharge if needed and/or more defense or damage, depending on how I feel the character is performing. I'd also like it to be C) effective if exemping down for TF's.

Does this build look like it'll suit my purposes?

My fear is that I have too many +7.5% recharge enhancements and that might cause issues, but I am not 100% sure...

I would like to see your plan up to 50. I don't think the build should sacrifice just to get permadom. The sleep is useless and tk thrust is annoying. I play in melee range so no shiver (already at -rech cap) and no psy scream (psy shockwave is almost same damage +hard control). Your drain psyche is going to miss w/ no accuracy. Go for hibernate instead of hover, it can definitely save your life (+heal, no +rech. b/c there is a forced downtime afterwards). Hoarfrost is a-mazing. It increases your health, max. health, and *regen* rate. Frozen armor helps for alphas which ice doesn't do well. That said, you should place 2 ranges, 2 rech in ice slick. That way you can use any corner/tree/w/e. Try SS as a travel power and get grant invis instead of stealth, use it on that crazy lovable scrapper jack frost. I use combat jumping (good control), but you can do hurdle. You don't have any good ranged attacks. This is my build, the ST immob is the only thing I don't use, but took. Aid other is good for jack frost. Burnout isn't necessary, but sometimes you really need glacier up. I love my arctic air slotting as well, good to add on damage that is lacking in /psi. That said, why not slot another +dam enhanc in jack frost instead of the resis? 10% won't do anything.

Perma hasten, perma dom, well slotted powers except TK Thrust which is a set mule, no breaking the bank (used the confuse purple set but not really needed). Mine is all purpled but still an old build with stamina, but with Drain Psyche I never felt the need for Hibernate, but you could pick it as the last power and just slot a heal/rech IO there. Mabe ditch Shiver, but I like it.

Btw from the above build, slotting frozen armor for resist is a waste since it's only f/c resist. Seems to be missing on KB protection too (both builds) - not an issue when you're permadom but I'd keep at least 3 points you can get from slotting a KC set on TK Thrust. But with Domination (5)+KC set (3)+KB IO (4) you can get 12 points so basically nothing will kb you.

I find that slotting AA with procs is a thing for controllers desperate for damage, but ymmv.

Do you exemp down to lvl 7 alot? All those lvl 10 enhancements I would not do for sure, I'd keep it to 15 min and that's only because I'll occassionally run a Posi, and even then I probably would get max level, expecially on the Bas Gaze. No mids here at work but I'd be worried about your accuracy on your controls with enhancements at that lvl and even if you're perma dom what does it matter if you can't hit crap with your controls and at +2-+4 you need better than normal accuracy to ensure you're hits. I really would get some of those sets at their max lvl (like Bas gaze, decimation and entropic chaos) and the rest in the 35 range to give what advantages I could that way they wouldn't be so underwhelming when I reach 50 and I'd be forced to improve them ASAP. I also would swap one of your stealth pool LotG mules (Invisibility would be my advice) for Combat Jumping and respec out of it when you get hover (which on a personal note I would not take hover on a melee character, but that's a preference). I also don't like the stealth pool much at all anyways and would find better things as mule powers, but that may be just me.

Thank you all for your build suggestions and advice. Kioshi seems to have a build that would probably fit my playstyle - I'm trying to make this dominator a little more melee oriented than ranged, so I probably could drop shiver and use it for something else, maybe...

So from what I'm comprehending - bas gaze, dec, and ent chaos would be best to get at max level whereas the others I'm thinking of using can get to 35 and still be effective when exemping for posi runs? Alright, that sounds fair. I will try to re-do a build with this knowledge and see if I can get permadom now at 38, or if it's something I should be waiting to do at 50.

To clarify what I was saying, the rules for exemping still apply so you only benefit from enhancements that are +3 your exemp level. However, you said you wanted to be effective at soloing +2 - +4 and also be in a good range for exemping. To me, and this is just personal preference, I'd aim for keeping my sets to the 30-40 range. That gives me good improments on my accuracy and damage that I need to be good hitting things at +2 or better and the range of many TFs place you in that lvl range. Below 27 I find I don't miss not having enhancements as much and above 40 I want to get all the enhancements I can get. This is just my personal take on it and I am not an authority be any means so hopefully someone else can give you even better guidance than my opinion merits.

I do like kioshi's better (-artic air). >.> Leadership is more important towards the end game. Though I don't like when jack frost dies and the exotic non-psi damage helps for robot enemies.

My take on it is below, based loosely on my Ice/Fire Dom build I use for iTrials. Perma-dom with capped Ranged and Psi defense. I took Spring Attack just because; it can be taken out for other stuff if wanted. At level 50 with Spiritual Alpha added in most of these powers are perma or very close.

Note that actually building this to be perma at low levels will take a lot of work, because LotG is level dependent. You need a low level character to provide those IOs most likely. To do it on my main character I level locked a toon at level 20 and run Tip missions until I get the IO... at least in theory, once I am no less lazy and bother to do it.

Sidenote: As long as this character stays in perma dom mode, I believe its also protected completely from the confusion power in the Underground. I could be wrong about this.

Hi Tex,

Thanks for your additional suggestion I am always grateful to see more options for an ice/psi permadom starting at level 38.

What I've been doing to get LotG's for my chars that use them is run tip missions, and saving the hero merits. 2 hero merits will give you 1 lotg recharge if you spend it at Fort Cerberus? Trident? I forget the name, it's in atlas park.

As long as they're level 22 or higher, they'll be able to get a level 25 LoTG. If they're higher than 25, I can set the level of the recipe I want by using the slider in the menu that appears when purchasing recipes with merits. This is also an option available to Villains.

Additionally, one can also get hero/villain merits by doing the Signature Story Arcs. Each week you do them you're eligible for 1 hero/villain merit reward. Soloing them takes about 15 minutes each. So 2 arcs per week is about 2 merits, per character. Getting the LotG's has been the easiest part for me lol... it's the sets that can be sometimes time consuming.

Just FYI, Mid's makes it easy to tell if your over the cap on any set bonuses. If you hit the View Active Sets button in Mids, under effects breakdown it will have a red warning if you are over the rule of 5 on any set bonuses. Then scroll down the list and the bonus that is over the limit will be in red.
