They are nonfunctional at this time. The suspicion is that they won't be coming back because bases are the [born out of wedlock] child of the devs (PVP is the redheaded stepchild).

Right, if by "raids" you mean base-raids, then not happening.
PvE raids happen frequently, get on your servers global channels for those. Ask in your server forum (here on these forums) which global channels are best.
Incarnate Trials are the equivalent of end-game raiding in other MMOs for loot and extra abilities. To run those, you must be a VIP. On Freedom server, people form them in Pocket D. On Virtue, they form in Rikti War Zone. Those are the two most populated servers. I'm not sure about the other servers.
