No, buying Masterminds will let you make them freely, just as if you had a VIP subscription.
If you set the quantity to more than one, the store would not let you make the purchase, as you cannot have more than one Mastermind license per account.

As far as we know, the yearly character slots ended with Freedom. They're not mentioned anywhere in the official Paragon Rewards Program documentation.

You can definitely purchase additional slots. I don't know if they are free. However you get a free transfer every month as a Premium player, so if you have an unused/redundant character you can move him away from your preferred server and create a new toon in that newly vacant slot

If you subscribe you get a base of 12 slots per server (plus extras you've bought or earned)
As a free-play player, you get 2 slots + earned/bought, to be spread among the serves as you assign - that's 2 once, not 2 per server.
