I'd almost rather see IOs disabled completely in PVP zones. It was far more fun (and accessible) when everyone had SOs instead.
Of course, being pre-I13 didn't hurt either.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.

I remember going to PVP zones and there actually being people there and not being insta killed.
Another problem with your concept, is hazard zone LVLing. any new VIP player could go at LVL 30 (or whatever LVL) and put all the IO's they need to be stronger and then just farm the minions on the map.
@Twigman, I don't see street sweeping being that XP getting, and they're not using any IOs that they couldn't have gotten by the usual means. And ya know, the PvE specced lowbies can be ganked. But sure, I'd not complain if the PvP zone critters just didn't reward XP. I mean, they're kinda just vaguely hazardous decoration already.

Suggestion
PVP zone and arena contact vends all IOs in the game for free or a nominal fee.
These IOs would carry the suffix (PVP only). They would be completely nonfunctional outside PVP zones and arenas. They would be untradeable.
Reasoning
PVP requires a unique build focused for it, and a build of the highest quality to be competitive, requiring investment even most vets won't have spare, never mind newbies. Removing that barrier to entry will also encourage more experimentation with non-established builds.
(also please add more options for arena to disable incarnate powers etc)
