For a fire and forget short term like Volcanic Gases? Not so much.

The trick to it is that Volcanic Gasses will already layer with itself, so it will often be holding bosses even without you telling it to. The upshot of this is that it's not like randomly getting a chance at an extra proc is going to be noticeable.
i have the lockdown proc slotted in my volcanic gasseson my earth/fire dom and i love it, really helps lock mobs down
I'd say it's definitely worth it, especially with the prevalence of all boss spawns and EB's mixed into Incarnate content.
Also, an important thing to consider in this is that Volcanic Gasses spawns multiple pseudopets with a small AoE hold. Each time one of the pets spawns and uses its power it will be another opportunity for the proc to fire.
Go for it REALLY helps out I love and it fires a lot.
