i think cognitive works the same way, the one % is for the DoT which is balanced the same as the reactive (which is 25% on core and 75% on radial)
the reason the other % is so small is because it is a mez and not a debuff and inherently is more powerful since a mez is either on or off, imagine if you had 75% chance to immob or confuse a baddy, it would be VERY easy to stack up to mag 8 of either on the baddy (depending on which interface you have and since the mezzes are mag 2 base)
the debuffs on interfaces can be 75% core and 25% radial is because the debuff still works regardless its just weaker or stronger depending on how the opponent resists the debuff

Its because of the effect of the heavy core-side component which is a 4 second immobilize. Its not any different from the cognitive interface getting a much smaller proc chance for the confuse aspect. Its because the effect of the proc is considered to be so strong that the chance for the proc is greatly reduced. Immobilizing (or confusing for the cognitive example) a mob 75% of the time you hit them, or even 25% of the time especially with the DoT, would be very over-powered.
For example, if you had this on a fire blaster and used rain of fire, you could essentially lock down every mob that entered the rain nearly every time. Add on the DoT proc and its literally is raining death.
I notice that Spectral Core Flawless Interface is a 25/25% chance: Equal percentage for both components. For Radial Flawless, it's 12.5/75% chance.
Is that WAI? It seems remarkably imbalanced to me.
